The Judicial Rule Prevents Substantive Solutions

The central point of the mayor’s criticism lies in the legal limitations: «The norm protects them. “We cannot force them to take them to other places.” Gutiérrez was emphatic when describing the frustration of the management: «If I forcibly remove them from the streets, First I stop being mayor, they are street dwellers.» The president asked to search “joint departures” to obtain tools that allow us to intervene in this social problem.
