The director of the Administrative Department of the Presidency of the Republic (Dapre), Angie Rodríguez, formulated this Thursday, December 11 at the Casa de Nariño a series of explosive complaints about the administration of Carlos Carrillo at the head of the Adaptation Fund, marking a new episode of friendly fire in the government of Gustavo Petro.

During a press conference, Rodríguez, who is currently the manager in charge of the Fund, indicated that under the direction of Carlos Carrillo, several key projects were structured and contracted that did not register progress in their execution.

The official spoke “with deep pain” of “chilling data”, non-compliance, delays and contracting events that were already brought to the attention of the Attorney General’s Office, the Comptroller General’s Office and the Attorney General’s Office.

Projects without execution

The first project highlighted is the Rice Route, which according to Rodríguez presented “zero percent execution” despite having been contracted during Carrillo’s management.

“Awarded during the management of Carlos Carrillo, it has a physical progress of only 27%, without support in Secop, and a financial progress of 0%, presenting a risk of contractual non-compliance. It has a risk of financial collapse having allocated 14% of the contract in administration costs,” he denounced.

He also pointed out the contract to carry out a hydrodynamic investigation on the Cauca River, stating that this project did not provide relevant inputs to advance the design of solutions and also reported an absence of budget execution.

Among the projects mentioned also includes Paths for Peace, which under the Carrillo administration also reported no progress in execution.

Risk of losing $800 billion

Rodríguez specified that the low execution of projects associated with the La Niña and La Mojana Phenomenon generates the risk of reintegrating almost $800 billion to the Ministry of Finance, which is why financial and infrastructure advances are not aligned with the commitments made by the national government.

“In 2024, when Carlos Carrillo was manager of the Adaptation Fund, the Ministry of Finance punished the non-execution of the Fund by requesting the reimbursement of almost $200 billion, and by 2025 only 47% of the programmed goals have been executed, with the risk of reimbursement of $378 billion”he warned.

The tender for the consultancy of the studies and designs of La Mojana, valued at $54 billion, was declared void at the end of 2024, which according to the official report “generates an imminent risk in the quality and guarantee of possible interventions.”

The director of the UNGRD and former manager of the Adaptation Fund has not commented on the complaints filed against him.
