The Attorney General’s Office issued a statement of charges to the former manager of the Cali Public Companies (Emcali), Juan Diego Flórez González, and the former head of the Public Lighting Unit, Jaime Andrés González Juri, for alleged irregularities in the contract signed for the city’s Christmas lighting in 2020.
The Cali Provincial Prosecutor’s Office indicated that, apparently, Flórez González signed the legal transaction and established a period of 27 days for execution, which was insufficient to carry out the activities of high technical complexity and design.
In the case of the former head of the Unit, the entity indicated that it was possible that it certified on December 14 that the agreed tasks had been completed, and received satisfactorily on the 9th and 31st of the same month, without them having been completed in the specified period, since due to its complexity it was not technically possible.

The Public Ministry explained that with the alleged conduct incurred by those subject to disciplinary action, they could have violated the principles of morality, economy and responsibility, which is why it provisionally classified it in both cases as a disciplinary offense committed as a result of serious negligence.
