A guarantee control judge imposed a security measure in a prison on six police officers, who would be involved in the acts of torture and subsequent murder of a young foreigner, on December 23, 2023, in Chinchiná (Caldas).

On the day of the investigated events, the administrator of a residence in the center of Chinchiná contacted the authorities and asked them for help to control a person who was staying in a room of the property, and was highly excited.
Several uniformed officers arrived at the scene. Apparently, they knocked down the door of the bedroom where the disorders supposedly occurred, grabbed a man by the neck, obstructing his breathing, and sprayed him with pepper spray, leaving him unconscious. Then, they would have taken him out of the building and beaten him on a public street. The attack was recorded on security cameras in the sector.
Minutes later, other officials arrived at the site, loaded the young foreigner into a patrol car, two of them accompanied him in the back of the vehicle, and took him to the Chinchiná police command. Half an hour later they took him to a care center, where he arrived without vital signs.
The police officers who participated in the procedure indicated in the official report that the victim was taken for a summons and had fainted due to the state of agitation he presented. The opinion of the National Institute of Legal Medicine and Forensic Sciences showed that the cause of death was strangulation and the body showed signs of torture on the legs, chest, hands and head.
For all of the above, the uniformed men were captured by CTI personnel. A specialized prosecutor from the Caldas Section, in accordance with their possible individual responsibilities, charged them with the crimes of aggravated homicide, aggravated torture, illegal detention, abuse of power and omission. The charges were not accepted.
On the other hand, the Prosecutor’s Office requested the processing and issuance of an Interpol blue notification against another police officer who would also be involved in what happened and left the country.
