The national registrar of Civil Status, Hernán Penagos, met with representatives of embassies, electoral observation missions and international organizations such as the European Union, the OAS, IFES and the Carter Center to socialize the strategies that will guarantee transparency in the 2026 elections.

The objective of the meeting was to present the implementation of the recommendations made by the national and international missions that accompanied the 2022 and 2023 elections, as well as the measures that will reinforce the integrity of next year’s electoral process.

“We are very encouraged by the participation of national and international observation in the 2026 elections. From the Registry, we are attentive to making available all the tools required so that this observation process is carried out in the best way,” Penagos stated.

For the first time, the National Registry consolidated and evaluated the proposals made by the electoral observation missions in previous processes and is advancing in the implementation of most of these suggestions.

In July 2024, the entity presented the results of this work to international organizations and diplomatic bodies, requesting their support in advance for the presidential and legislative elections.

The deputy head of the European Union delegation in Colombia, Jörg Schreiber, valued the work carried out: “We deeply value the feedback given by the Registry of the suggestions we provided when we observed the elections in previous years and we ratified the technical support of the European Union delegation to the 2026 elections.”

Among the measures announced by the Registry, the implementation of facial biometric authentication in more than 1,200 voting stations stands out, the installation of 1,258 new stations compared to 2022 and the strengthening of the mechanisms for registering citizens and candidacies, including the virtual modality.

Additionally, the three bodies of the electoral records (forms E-14) of each table will be published and the download of Table to Table Voting (MMV) files will be enabled for party auditors, control entities and observation missions.

The Registrar’s Office will also carry out electoral audits at all stages of the process and will deploy national and international observation to guarantee support and surveillance during the 2026 legislative and presidential elections, consolidating itself as one of the most monitored processes in the history of the country.
