The Ombudsman’s Office filed a request for annulment before the Council of State against the presidential resolution that granted the status of peace managers to 16 former paramilitary leaders of the United Self-Defense Forces of Colombia (AUC), three months after its issuance.
The document signed by Iris Marín Ortiz, head of the Ombudsman’s Office, questions the lack of clarity regarding the assigned functions and warns about the serious political and social risks that the validity of this presidential measure represents.
Resolution 327 of September 21, 2025, issued by Gustavo Petro’s administration, designated figures such as Salvatore Mancuso, Rodrigo Tovar Pupo alias ‘Jorge 40’, Carlos Mario Jiménez alias ‘Macaco’, Diego Fernando Murillo alias ‘Don Berna’, Ramiro Vanoy alias ‘Cuco Vanoy’ and Fredy Rendón Herrera alias ‘El Alemán’, among others, as peace managers.
According to the lawsuit filed by the Ombudsman’s Office, several of these former paramilitary leaders were previously excluded from the Justice and Peace process for repeating criminal activities or failing to fulfill their commitments to truth, reparation and non-repetition of violent acts.

“The validity and application of the requested resolution generates serious effects on the political and social level, in that it grants the status of peace managers to 16 people who were part of armed groups outside the law, people of extensive knowledge and memory by citizens as the intellectual and material authors of many and very serious crimes.”says the document.
The Ombudsman’s Office also warned that this presidential decision “alters the political and social order by conferring an institutional role on those responsible for serious crimes, which undermines public confidence in justice and in the State as guarantor of human rights.”
Now the Council of State must rule on the annulment request presented by the entity in charge of ensuring the rights of Colombians.
