A new judicial process involving former officials of Daniel Quintero Calle’s administration began today in Medellín. The 10th Criminal Court of the Medellín Circuit began the trial for an alleged case of corruption in the awarding of a contract for the maintenance of green areas in the city between 2020 and 2023.
The Attorney General’s Office accuses those involved of contract crimes without compliance with legal requirements and undue interest in the execution of contracts.
The Defendants and the Questioned Contract
The judicial process involves figures close to the previous Mayor’s circle, including:
Natalia Urrego Arias: Former Secretary of Physical Infrastructure.
Jorge Enrique Liévano Ospina: Former Manager of Metroparques.
Luz Eliana Henao Rodríguez: Legal representative of the company Reforestadora El Lebanon.

According to the Prosecutor’s Office, the contract, valued at more than $5,000 million, was awarded by hand to the private company Reforestadora El Lebanon. The investigation argues that this award was made “violating the principles of transparency, objective selection and economy,” since the service was traditionally carried out by the Medellín Botanical Garden.

Fictitious Competition and Family Ties
The investigating entity determined that the company Reforestadora El Lebanon is owned by Luz Eliana Henao Rodríguez, widow of businessman Asdrúbal Vélez, known as ‘el Montañero’. The investigation revealed that the private invitation made by Metroparques was addressed to three companies whose legal representatives were, respectively, the wife, daughter and sister-in-law of ‘el Montañero’. The Prosecutor’s Office considers that this constitutes a fictitious competition.
In addition, it is recalled that Jorge Enrique Liévano Ospina, former manager of Metroparques, is known for being part of the “amiguitos” WhatsApp group, where hiring was discussed and resumes were recommended for the conglomerate of the previous administration.
