Minute30.com .- The National Government, through the Ministry of Defense, confirmed the extension of the measure that suspends permits for the carrying of firearms throughout the country. The decision, recorded in the decree issued on December 31, 2025, establishes that the restriction will be in force from January 1 to December 31, 2026.
With this regulation, the same terms and conditions as in previous years are maintained, which means that, even if a citizen has a valid safe-conduct permit, they will not be able to carry a weapon in public spaces unless they have a special permit issued by the military authorities.
Continuity in security policy
The measure seeks to reduce violence and crime rates, as well as prevent tragedies derived from intolerance. The decree specifies that the suspension is general, but maintains the legal exceptions for:
Members of the Public Force.
State security agencies.
Duly authorized surveillance and private security services.
People with UNP protection schemes.
The debate that does not prosper in Congress
The signing of this decree occurs in the midst of a persistent discussion about the right to self-defense. During 2025, figures such as representatives José Jaime Uscátegui and Heráclito Landinez promoted projects to eliminate the figure of “special carry” and allow citizens without criminal or psychiatric records to carry weapons for their defense.
However, these initiatives have not prospered in the legislature, where the majority trend continues to support civil disarmament as a strategy to mitigate homicide and personal injuries.
Penalties for non-compliance
The authorities recalled that carrying a firearm without special permission entails the immediate seizure of the weapon and the imposition of administrative and criminal sanctions, as appropriate.
