The monitoring carried out by the Second Deputy Attorney General’s Office for Preventive Surveillance of the Public Service made it possible to notice possible deficiencies in the call, the evaluation of applicants and other administrative actions, which is why the control body requested to refrain from continuing with the election until the identified defects are corrected.

The control body warned that the resolution that called the contest could have been issued without previously publishing the draft of the administrative act or enabling a channel for citizen observations, which would violate the principles of publicity and participation.

Likewise, he pointed out that the entity contracted to technically support the process – the Pedagogical and Technological University of Colombia (UPTC) – would have analyzed and responded to claims from applicants without having legal competence to exercise public-administrative management functions, which could constitute a possible usurpation of public functions.

These aspects are part of the observations sent by the Attorney General’s Office to the Board of Directors of the Cali District Council, in which it is requested to adopt corrective measures and issue the necessary administrative acts to guarantee the legality, transparency and administrative morality of the selection process.

The Attorney General’s Office warned that it will continue to exercise preventive monitoring of the election process with the purpose of protecting the constitutional principles of legality, transparency, citizen participation and morality in public office.
