The measures that restrict areas and times of consumption of psychoactive substances in Manizales were given through a Draft Agreement.
Which was approved in the second debate by the Manizales Council.
With this measure, the Mayor’s Office delimited restricted areas and hours, in order to ensure the rights of children and adolescents.
According to information from the administration, these campaigns are carried out with the intention of protecting the rights of children and adolescents.
This being the reason why the consumption of psychoactive substances was restricted in school environments, parks and other public spaces in Manizales.
The established hours were between 5:00 am and 11:00 pm, as established in the draft Agreement, presented by the Mayor’s Office.
The Secretary of the Government of Manizales, Paula Andrea Sánchez Gutiérrez, stated that this initiative is a legal measure that gives back to the National Police

In addition to squares, small squares, parks, the Minor Reception Center (CRM), the Zagales Center, homes of the Colombian Institute of Family Welfare,
Sports venues, historical areas, centers of religious worship, declaration areas of cultural interest, boulevards, Judicial Services Center for Adolescents (Cespa) or whatever takes its place, public and private events attended by minors and facilities located in the Caldense capital.
“We are very satisfied with this initiative of the mayor who today received the unanimous support of the councilors. It is a great legal tool that the Police or the Government Secretariat no longer had to impose sanctions, both pecuniary and pedagogical, on those consumers in certain places in the city,” added the Government Secretary of Manizales.
The president also added that the National Police may apply the corrective measures indicated in the National Code of Security and Citizen Coexistence. “
The sanctions are up to two monthly legal minimum wages and pedagogical sanctions in which they are working so that consumers pay in money or doing social work to reestablish the social fabric,” the official pointed out.
