The Comptroller General of the Republic, through its Delegate for the Justice Sector, carried out Permanent Monitoring of the assets delivered by the FARC within the framework of the Peace Agreement, in order to identify the resources available to Transitional Justice for the implementation of its sentences.
Within the framework of the follow-up, an analysis was carried out on the orders issued by the JEP in the sentences TP-SeRVR-RC-ST-No.001 and TP-SeRVR-RC-STNo.002 of 2025 of the First Instance Section with Recognition, where it was determined that, within the components of the sentences, there is restorative and reparative, which, according to an estimated calculation of the Special Jurisdiction, requires $121,858 million pesos, of which only $20 billion pesos are available for 2026.
On September 26, 2016, the Government of Colombia and the FARC-EP signed the Agreement for the Termination of the Conflict and the Construction of a Stable and Lasting Peace in Cartagena where they committed to delivering goods for the reparation of the victims.

Additionally, regarding the other components, a series of court orders were issued with the precise identification of the public entities at the national and territorial level that are responsible for guaranteeing the conditions for their implementation, as well as obtaining resources to comply with them. However, there are no budgeted resources to comply with these orders, limiting their execution to 2026.
On the other hand, regarding the assets received from the FARC-EP, the SAE SAS was designated as administrator of the autonomous assets that would be in charge of the administration of these assets and it was determined that the Unit for the Comprehensive Care and Reparation of Victims -UARIV- was the entity designated by the National Government as beneficiary.

The Comptroller General of the Republic was able to identify the assets that the FARC agreed to deliver within the framework of the Peace Agreement in order to compensate the victims and what was actually delivered and monetized:
The goods delivered by the FARC to the Colombian State differ substantially from the commitments of the agreement, which compromises the effectiveness of the principle of truth, justice and reparation, since it entails uncertainty regarding the effectiveness of transitional justice as a guarantee of non-repetition and contingencies regarding the obligation of the Colombian State regarding the rights of the victims.
