The Attorney General’s Office dealt a decisive blow to impunity in the health sector by formally accusing José Fernando Cardona Uribe, former president of the Nueva EPS, and three of his former closest collaborators.
According to the accusing body, the former directors led a criminal network between 2019 and 2022 to hide the bankruptcy of the entity through adulterated financial reports.
This maneuver would have allowed non-existent profits to be reported for more than $70,000 million pesos, deceiving the Board of Directors and the Health Superintendency to avoid interventions and ensure the renewal of its operating license.
The investigation, led by the Specialized Directorate against Corruption, revealed that the financial team stopped processing nearly $14 million in invoices for services provided by various IPS, hiding astronomical debts.
By presenting these adulterated financial statements, Cardona Uribe’s administration showed an unreal economic solidity that did not correspond to the million-dollar losses that the EPS recorded year after year.

Due to these facts, the accused must respond in court for the crimes of falsification of a private document, procedural fraud and omission to control health resources; Additionally, Cardona faces charges of embezzlement by appropriation.
The oral trial, which promises to reveal more details about how the accounts were “made up” to hide the tax gap, is scheduled to begin with the preparatory hearing on February 23, 2026.
The CTI accounting experts will present as supreme evidence the inspection of more than 3.4 million invoices that were shelved to simulate solvency.
If found guilty, the former officials could face exemplary penalties for compromising the stability of the National Health System and putting the lives of thousands of Colombians at risk.
