Starlink telehealth saved a high-risk birth in rural Antioquia — and a connected purchase is under scrutiny

The case of Karina
Karina faced a high-risk pregnancy — her fifth — after a previous loss and three home births. Reaching the municipal seat from Mandé can take two days on horseback. Physician Jesús Zambrano arrived with a portable Starlink antenna and a compact ultrasound. From the Integrated Specialized Medicine Lab (LIME) at the University of Antioquia, obstetrician María de los Ángeles Villegas watched the scan live, guided the exam and ordered an immediate hospital transfer. The baby was born without complications at the Santa Fe de Antioquia hospital. Contigo Antioquia
The Governor’s health strategy connects rural clinics and basic care teams with specialists (urgent care, toxicology, internal medicine, obstetrics, pediatrics, psychiatry) over satellite internet. Initial investment: COP $25 billion, per El Colombiano. El Tiempo reports 244 health connectivity solutions: 114 fixed and 130 mobile antennas. The Governor’s Office (June 2026) cited 77 fixed and 130 mobile (207); official counts may be updated.

Orbitanet advised the Starlink solution
Orbitanet (www.orbitanet.org), founded by Carlos Escobar, advised the Government of Antioquia on the Starlink connectivity solution used for rural coverage, including health kits. That advisory role is part of the public record of how the department rolled out Starlink for Contigo Antioquia and related connectivity.

Valor+ purchased costly standard antennas not all installed
Valor+ (Valor Mas S.A.S.), the technology subsidiary of IDEA, managed Starlink deployment for the department. Its general manager is David Orlando Quintero Jiménez. El Colombiano reports that Valor+ initially acquired 1,000 Starlink antennas for rural schools. Antioquia now reports about 3,032 satellite antennas installed across the department (plus fiber points). SECOP process CD 0229-2026 (IDEA → Valor+) awards about COP $9.394 billion for implementing and sustaining satellite connectivity for vulnerable communities, phase II — a public figure for that contract, not a unit price for each dish.

Carlos Escobar states as corroborated that Valor+ bought costly standard Starlink antennas that have not all been installed. That incomplete deployment is framed here as a presumed fiscal detriment (presunto detrimento patrimonial) that the Antioquia Comptroller’s Office should review — not as a court finding and not as a personal accusation against the general manager. Pending: a response from Valor+ and from the Governor’s Office.
